Ontario's Bill 23 (More Homes Built Faster Act, 2022) removed two of the biggest cost line items from ADU projects across the province. If you're budgeting an ADU in Niagara Falls, this single policy change often flips the math from "marginal" to "clearly profitable".

Pay Permit Fees

City completes initial review within 2 business days, then notifies you to pay. Acceptance ≠ permit issuance; do not start construction.

Permit Issued — Begin Construction

Once drawings pass review and fees are paid, the building permit is issued. Residential (Part 9): ≤ 10 days; complex (Part 3): ≤ 30 days. Post the Building Permit Placard on site.

Book each inspection at least 48 hours in advance (by 3:00 PM) via CityView. Stages: foundation → plumbing → framing → fire-separation → insulation → final.

Occupancy Permit — ADU is Legal

The building inspector issues the Occupancy Permit. Your ADU is now legal and may be rented. Confirm unit numbering is posted, waste collection is activated, and way-finding signage is installed.
